The contract was needed to provide analysis using electronic health records data to support a Legislatively mandated study of telehealth use in Minnesota. The MN EHR Consortium, of which HHRI is a lead member, is the only organization with access to these clinical data. In addition, the MN EHR Consortium was able to distinguish telehealth based services from in-person services and offered rich demographic data that permitted analyses of disparities by race, geography, and other demographic factors.

The contractor completed tasks in a timely manner.
Analytic approach was good. The draft report deliverable lacked the authors’ insights and interpretation, and needed substantial changes after a significant review. Making the final report accessible, per state requirements, was also challenging for the contractor, but they were able to achieve this in the end. MDH was satisfied with the final report deliverable.
In total, the cost for this contract was much greater than for comparable contracts. Payments to subcontractors, a portion of that total, were likely substantial.
The contractor’s team was competent and understood their data well, while proactive customer service was below average during the contract.
