Evaluate the contractor's timeliness The scope changes and schedule changes we threw at the team was in reality not doable yet they produced and met every
timeline. This statement will get copied and pasted theoughout this evaluation. This was a CMGC contract that went from one
work package to two, then up to four, then back to two with two work packages removed and placed in the CHIP in future years
with their own SP numbers, then brought back into the CMGC contract.

Evaluate the contractor's cost I checked yes above that the project came in within budget even though there were many amendments and cost increases but
that was due to the DOT requested changes.
