Evaluate the contractor's timeliness Overall timely but they wanted to implement when discussion on FYA was sequencing was still being negotiated

Evaluate the contractor's quality Decent quality. Again, I think there was a big learning curve on ALL the preferences that MnDOT has for the way these retiming
projects should be done including doing over all other controller programming parameters that may have an affect on
coordination and bring them up to MnDOT standards.
