Summarize purpose of the contract, including why it was necessary: West Central Environmental Consultants, Inc. (WCEC) is going to perform a subsurface investigation at the Northeast Otter Tail County (NEOT) Closed Landfill site to delineate the extent of groundwater contamination. Groundwater will be sampled during the investigation for RCRA metals, 1,4-dioxane, PFAS substances, VOCs, and other parameters, during the drilling stages and well sampling stages. Soil samples will be collected for grain-size analysis at the depth groundwater samples are collected. Ten monitoring wells (5 well nests) will be constructed, developed and sampled. A follow-up round of groundwater monitoring, Task 2, will involve sampling the 14 existing wells and 10 new wells. Task 3 will include 3D modelling and the creation of a conceptual site model. This project will involve a drilling subcontractor and laboratory analysis.
