Evaluate the contractor's timeliness Delays in the project were outside the control of the contractor. Delays were due to initial delays due to DOC negotiating the budget with the federal grantor; interruptions due to COVID and access to DOC facilities; DOC staffing changes. Contractor met all of their deadlines and assisted the DOC in seeking a no-cost extension on the federal grant.
