MNIT @ MnDOT had an existing contract with Project Information Services under SWIFT # 111866. SWIFT # 111866 was a continuation of services of a MNIT @ MnDOT Agreement # 98446 for the St. Croix Crossing Project. Work on the St. Croix Crossing Project by Project Information Services had been on‐going since 2012, and continued through the remaining construction of the St. Croix Crossing Project and any remaining closeout activities.
Due to the customized, unique nature of the St. Croix Crossing’s Transportation Automated Control System (TRACs) and a
TRACs Expert’s past project‐related unique experiences and his exclusively obtained working knowledge/skills/abilities within
that project specific system, a single source contract with Professional Engineering Services was executed, including
identifying that TRACs Expert as the key sole resource to complete the professional/technical services of Project Controls
Engineer, Change/Risk Manager, photo documentation and system support within that TRACs system.
The lone resource of Project Information Services, TRACs Expert, who had been working on the customized St. Croix Crossing
Project TRACs system since 2012, had decided to terminate employment at Project Information Services and go to
work for Professional Engineering Services beginning in February 1, 2019.
Work under this single source contract with Professional Engineering Services was for the same timeframe as the work
that was done under the contract SWIFT #111866 with Project Information Services. In addition, contract SWIFT #
1111866 remained active, but was reduced in scope and cost, consistent with the services that were going to Professional
Engineering Services, but programming type services remained with the contract SWIFT # 111866 of Project Information
Services.
