The Behavioral Health Division put out an RFP for a qualified entity to develop training on person and family-centered approaches for the broader mental health provider community. The purpose of the contract was to develop training that would help providers better meet the expectations of the Minnesota Olmstead Plan and the Person-Centered Informed Choice Transition Protocols (PCICTP).

A Mental Health Division leadership meeting was held on 1/24/2017 to discuss all options for moving forward with meeting our objectives and reviewing the work under the previous contract that had been completed. After discussion, our Assistant Commissioner, along with DHS MH staff determined that it would not make sense to RFP out this work. The RFP process was rejected in favor of the single source grantee.

Based on our research and consultation with a few other states (North Carolina, Washington, Wisconsin) it has been identified that the MNCAMH has one of the leading experts in the EBP of IMR- Dr. Piper Meyer Kalos. Both Washington and North Carolina (as well as Missouri and Oklahoma) have put her under contract to deliver IMR training to their work force. Additionally, Dr. Meyer-Kalos contributed to the Substance Abuse and Mental Health Services Administration’s EBP IMR toolkit. SAMHSA is the leading authority on mental health services. Dr. Meyer-Kalos has also done research on how to implement EBPs within systems, including the best way to get “uptake”. Because she is identified as a national expert in several EBPs (and those EBPs are what we will want technical assistance and curriculum development with), and she is the MNCAMH’s Director and lead trainer, and because of all of the other reasons outline above, we concluded that there was no other feasible grantee that could meet all of our objectives. Neither an RFP nor an RFI would have produced individuals with the same level of knowledge or proven experience at training on EBPs, and IMR specifically.

The grantee provided regular reporting and updates with regard to project benchmarks and deliverables. The only time related accommodation DHS had to grant was related to winter weather related travel that had to be rescheduled for on-site provider trainings in Greater Minnesota.
Over the course of this project, the grantee has trained over 3,500 practitioners, awarded 5,560 CEUs, provided 52 webinars, developed and distributed 9 Clinical Tips, conducted two state-wide surveys, developed a training academy and interacted with 66,200 people through conference presentations, exhibits, email lists, events and on-site trainings.
The contract has provided the infrastructure to our larger behavioral health provider community and has greatly helped provide a unified shared vision of the State of Minnesota's Olmstead Plan. The initial financial has helped the sustainability of these efforts, both within the University of Minnesota's Institute on Community Integration and the Behavioral Health Division's ongoing Mental Health Targeted Case Management on-line provider curriculum.
