If this was a single source contract, explain why the agency determined there was only a single source for the services (if applicable) • Northwest Media - Foster Parent College, was developed through the Small Business innovation Research (SBIR) program making it eligible to be a sole source provider to the government without having to go through an open contract competition.
• Northwest Media - Foster Parent College is the only provider offering research based Resource Parent Interactive multimedia courses online to include, foster/adoptive parents and kinship caregivers whereas other online entities do not.
• The Foster Parent College management system is the only source for MN counties/tribes to build their unique clustering of on-line, self-pace, core pre-service training course and track usage to meet local requirements.
