If this was a single source contract, explain why the agency determined there was only a single source for the services (if applicable) Data Builders has a niche in the SNAP Quality Control, Quality Assurance and Management Evaluation space. While any IT company can build a product, this particular vendor understands the actual QC/QA and ME functions. The depth and longevity of their experience means we do not have to translate, or explain the policy behind the work. They know it. This is not true of our own MNIT, or other vendors.

Evaluate the contractor's timeliness Excellent. 100% timely.

Evaluate the contractor's quality Both email and verbal communications were clear and actionable. Contractor consistently tested software and system changes quickly, and worked productively with state staff. I received zero quality concerns from QC staff.

Evaluate the contractor's cost Excellent value for the money. The contractor's experience with both software and QC policy and procedures created efficiencies and cost savings. There was no need to explain SNAP QC function, policies and procedures as would be the case with a contractor or other IT staff unfamiliar with our work.

Evaluate the contractor's overall performance Data Builders is highly responsive, easy to work with and allows us to leverage ideas from other states based on the DB's experience with those states.
