If this was a single source contract, explain why the agency determined there was only a single source for the services (if applicable) The original contract (08/2014) with Gemalto Cogent Inc provided the technical and other requirements to capture and securely transmit background study subject’s fingerprints and photographs. The fingerprints are used for Minnesota state criminal record checks and, as applicable, national criminal record checks through the Federal Bureau of
Investigation. Selection of this vendor coincided with the development and implementation of DHS' NETStudy 2.0 system which had received its own federal funding as the department moved to fingerprint-based background checks.
