Purpose was to provide review of the GC schedule, so BSS could implement the CPM schedule process on a building project.
This provides some back-up/performance assurance should a rest area project be called into question by the public, General
Contractor or the Court System. It may have also caused the GC to evaluate and understand their own scheduling in more
depth. Scheduling Contractor always finished On-Time, though that proved to be difficult for the General Contractor.
