Summarize purpose of the contract, including why it was necessary: This procurement is a single source because the current software vendor, New World Now LLC, is the exclusive provider of the insight comprehensive data system, branded as Develop (www.developtoolmn.org) for the State of Minnesota. The current contract with New World was procured through a competitively-source contract that will expire on June 13, 2018. The term of the single source would be approximately one year with the option to extend four additional one year periods (with a final end date of June 13, 2023, pending vendor performance).

DHS entering into another contract with New World is the only mechanism Minnesota has to have continued access to a proprietary data system called Insight. Many of the features of the Insight data system were built jointly by New World and DHS to accommodate MN Business processes. Access to Insight is central to core functions of the Child Development Services (CDS) business area. The Insight data system (aka Develop) is the only system available in the marketplace that combines the core functions of CDS: a Professional Development Registry (PDR) and a Quality Rating an Improvement System (QRIS) into a single comprehensive data system. Develop, powered by Insight software and built and supported by New World, connects key elements of the early childhood system infrastructure that CDS supports with a total business area annual budget of $20 million.

New World is poised to continue to offer system features, functionality, and maintenance that could not be offered by another vendor. First, no other vendor offers this type of software. Secondly, New World is extremely and uniquely knowledgeable in the programs, systems, practices, and procedures implemented by the State of Minnesota and system stakeholders.

A change to the vendor would significantly increase the risk of the infrastructure experiencing a costly gap in service and decreased quality of service. These all have large financial costs and negatively impact the integrity of our core services.
