Summarize purpose of the contract, including why it was necessary: Minnesota Statutes 256B.072 requires DHS to establish a performance reporting system for health care providers serving public program recipients. Minnesota Statutes 256B.072 (d) requires DHS to report through a public web site (www.mnhealthcare.org) the results by medical groups and hospitals and shall compare the results by medical groups and hospitals for patients enrolled in public programs to patients enrolled in private health plans. Since SFY 2008, DHS has satisfied this requirement through a single source contract with MN Community Measurement. DHS had need of continuing this performance reporting system. Per the statute, to enable a consistent measurement process across the community, DHS must use measures that are published by nonprofit Minnesota or national organizations that produce and disseminate evidence based guidelines. Minnesota Statutes 256B.072(c) instructs DHS to collaborate around data collection and reporting with the reporting organization to prevent duplication.

If this was a single source contract, explain why the agency determined there was only a single source for the services (if applicable) This procurement was a single source with MN Community Measurement because it has all of the proprietary rights to the public web site (www.mnhealthcare.org) that is currently used to make Minnesota Health Care Program's measures publicly available annually online. Currently, MN Community Measurement contracts with all major health plans to receive data and publicly report based on medical groups, to improve the quality of health care through public reporting in Minnesota. MN Community Measurement annually measures and reports the quality of clinical care throughout Minnesota and provides comparative information on the quality of care at the medical group level on its public web site: www.mnhealthcare.org. MN Community Measurement continues to be the only entity with an established source for Minnesota statewide measures that allows comparability of results by medical groups and hospitals for DHS patients enrolled in public programs to patients enrolled in private health plans.
