The Office of Medical Cannabis (OMC) is part of the Minnesota Department of Health and was formed in 2014 with the enactment of new medical cannabis legislation. The Office of Medical Cannabis' responsibilities include administration/supervision of a system that maintains data for patients, health care providers, patients/legal guardians, spouses, and caregivers - as well as data for manufacturers' pharmacy staff and product information. In 2015, the OMC Registry application was implemented to help OMC support the program. The current application is in the process of being replaced with a vendor solution and the business needed a Senior Project manager to drive it to completion.

The vendor was able to get the first and second project managers on boarded in a timely fashion.
The two senior project managers assigned produced poor quality work. They were both provided a Senior Project Manager mentor to assist them with on boarding for much longer than is normally necessary. I also assisted them with on boarding and attended and scheduled extra meeting to ensure they were getting up to speed. The extra time and attention required was both time and cost prohibitive. Work was not moved forward appropriately.
The vendor was focused more on cost than candidate that had the senior skills. We met with the vendor and they now know and understand that the candidates must meet the skills versus person at lowest cost that does not have all the skills needed for success.
Both project managers were not able to perform the job duties as outlined in the Contractor's Duties section of the contract. The second project manager was especially lacking in basic project manager skills and had difficulties using basic MS Office tools.
