Summarize purpose of the contract, including why it was necessary: This project migrated the DB2 database from the mainframe to the AWS environment including changing the database from zOS to LUW so that it could operate on a modern Windows platform. The application migration was not meeting performance metrics without the completion of the database migration so it was necessary to ensure that the Unemployment Insurance self service system performance was not degraded to the point of not being usable for the people in Minnesota who are served by the UI program.

Evaluate the contractor's timeliness Carahsoft was at times difficult to get ahold of the correct person to keep project's moving forward.

Evaluate the contractor's quality Carahsoft billing documentation was often delayed or incomplete.

Evaluate the contractor's cost The cost was reasonable for the amount of work that was done on this project.

Evaluate the contractor's overall performance he contracting through Carahsoft was often overly complicated and had delays. While this was mitigated by the technical and MNIT teams this caused delays in the timeline. The technical team for this project was exceptional and very helpful in the work that needed to get done. They also worked directly with the MNIT-DEED and MNIT-database teams to ensure that knowledge transfer was sufficient for the product to be managed internally going forward. Knowledge transfer was a key part of this work and the vendor worked with the teams to ensure that support.
