Evaluate the contractor's timeliness Due to the ever changing schedule described above regarding work packages, risk, etc the consultant adjusted very well to these
changes.

Evaluate the contractor's quality Quality was good, work was professional and the project knowledge was there.

Evaluate the contractor's cost The contractors cost was adjusted multiple times due to the ever transforming project needs. The project went from 1 work
package to 2 to 4 then back to 2 due to budget constraints. All contract amendments were justified.
