Evaluate the contractor's timeliness Contractor achieved the desired results in a timely fashion, and always communicated any concerns over a process timeline with DNR project managers.

Evaluate the contractor's quality The quality of the contractor's work products were very good. Their staff was always excellent, also - professional in every way, always helpful, responsive, timely, and highly communicative.

Evaluate the contractor's cost Through the RFP process we understood that the contractor's costs were reasonable for the services provided. Costs for project management services were also deemed reasonable.

Evaluate the contractor's overall performance Contractor's overall performance was very good. We initially engaged them for 2 years (with the maximum allowed time of 5 years). We exted the contract for the maximum 5 years due to the need of the project and our good experience working with Shepherd. We were also granted a 6 month extension by the Department of Administration, after the 5 years were up.
