Evaluate the contractor's timeliness Due to plan quality issues the consultant didn't meet the deadlines and the project got pushed a fiscal year

Evaluate the contractor's quality Consultant had a hard time meeting MnDOT standards for layouts and plans. The District had to do a lot of oversight on this project. Consultant had to resubmit a 60% plan due to the amount of issues. Plan issues resulted in rather large change orders
in the field.
