Evaluate the contractor's timeliness Timeliness of deliverables and communication was good in spite of the numerous challenges this project imposed.

Evaluate the contractor's quality Deliverable quality did not meet expectations. Report reviews utilized significant MnDOT staff time that exceeded normal
parameters due to numerous errors and omissions within the reports that required correction to bring the reports to acceptable
standards.
