The contractor’s timeliness was sufficient and as expected. There was only one or two times where we had to inquire about a task that was pending.
The quality of work by the contractor was ideal. This project was a little difficult as we did not have real-world interactions with an external partner such as Health Partners. All work done was based on hypotheticals, and those were all quality.
The original work was planned for a three-week period to help the PHL prepare for the onslaught of work expected as the Covid pandemic grew. The vendor hourly rate was higher than ever seen before and the vendor staff responsible for expediting the work order were so inexperienced that by the time a work order was in place no one had time to do this new work. When there was time to do the work, the work order was rewritten to the usual hourly rate and even then, the full hours were never used.
The contractor’s overall performance met our expectations of the project. The work done was quality. When we do obtain an external partner to electronically order and results labs, we will be able to assess more at that time.

The following example is negative and somewhat tangential to this project. While working on setting up the ELR interfaces in Outreach, another member of the Orchard team (not this specific HL7 specialist contractor) inadvertently upgraded IDL from Outreach version 7 to Outreach version 8. I might engage the contractor’s services again. The reason is while utilizing Orchard Outreach (formerly known as Copia), the contractor’s services were great. If we did not utilize Orchard applications, then I would not engage them. However, the experiences we had with the HL7 Specialist from Orchard was a wonderful experience.
