A single source was justified because HCA attempted to procure these services under a competitive bidding process twice with no success. GrayHall is the only vendor that had shown interest in providing the services. GrayHall experienced technical difficulties in submitting its proposal through the online portal. Had GrayHall not experienced technical difficulties, its proposal would have been submitted timely. Based on the paper copies submitted, GrayHall is the only vendor willing and able to provide the services requested.

Contractor has been punctual and conscientious in meeting deadlines, and advancing the work as specified in the contract in a planned and consistent manner.
The contractor is skilled in identifying community leadership and resources needed to create a new care collaborative, and build its capacity for service delivery. They demonstrated notable competence in communicating detailed and sensitive information to needed stakeholders, and facilitated meetings of community advisors and key collaborative partners resulting in effective consensus on project goals and processes.
Contractor performed all services within budget.
The contractor successfully accomplished the primary objective of the project, which is to launch a community-led care collaborative to improve supports and services impacting adverse birth outcomes. Contractor worked closely with HCA staff to advance the work and build the project's capacity. They showed an ability to anticipate evolving needs, proactively plan for future activities, and manage potential conflict among stakeholders. Much of their leadership in the project has been innovative, and as facilitators they have been tactful and respectful of the collaborative process.
