Summarize purpose of the contract, including why it was necessary: The district needed to prioritize corridors and segments for shoulder widening because we've been getting pressure from stakeholders to do shoulder widening projects. Dollars are limited and we won't be able to do most roads that need shoulder widening so we need to prioritize. We started doing this internally, but staff did not have the time or expertise to do the work
that SRF did for us.
