Summarize purpose of the contract, including why it was necessary: Shepherd Data Services - Known as the Contractor - shall apply its professional expertise to provide, within the limits of the time and funds set forth in this contract and under the direction of the Minnesota Pollution Control Agency (MPCA), known as the client, legal document management review services, including document collection and processing, review, project management, and production for both hard copy and electronic data related to permitting, and potential litigation for the NorthMet Mining Project.
As part of these services, the MPCA requires an E-Discovery management system that is compatible with state and federal partners and potential other third parties that are or may become involved in permitting, and potential litigation activities. The MPCA has determined that the Relativity® platform managed by an appropriate vendor meets this requirement, and is thus the required software.
State and federal partners and potentially third parties will have access to a database containing the complete administrative record of the PolyMet NorthMet Mining Project, for permitting activities, as well as potential litigation. The MPCA may also invite federal agencies to supplement the initial document collection with additional documents. Thus, the document management system must be designed to permit this evolution in services. ln addition, the document collection must be managed so as to allow the segregation and organization of documents based on certain categories (e.g., documents related to documents related to certain permits and certifications)
