The purpose of the Ecological Risk Assessment, Part IIIA was to finalize FY20 ERA: comment response and resolution, and final reporting/production, quantitative stream survey, sediment pore water sampling, reporting - draft-final report: writing, internal review and production, response to government comments, and reporting - final report: implement comments, production. Data collected and decisions made in ERA, Part IIIA will determine if further ecological risk assessment or remedial actions for the Skunk Creek area of the Kettle River Creosote site are necessary.

The first phase of ecological risk assessment in Fiscal Year 2019 was established from a single source. The second and third phases of ecological risk assessment were a continuation of the first phase. A proposal was only requested from AECOM Technical Services, Inc. (AECOM) in an effort to maintain project continuity. AECOM has in-depth knowledge and expertise pertaining to this aspect of the project which no other contractor has, essentially making it a sole source.
