Evaluate the contractor's quality Overall, good project management, technical writing, and technical editing.

Evaluate the contractor's cost Overall, very cost-effective and efficient, especially for main product, the LRRB annual report, which contractor has down to a
science. One small unanticipated project (a fact-sheet) took more hours than expected, but everything else was very
cost-effective
