The purpose of this contract was to recover human remains from soils removed from beneath the Whitefish Bridge on US Hwy
169. Hamline University will screen the removed sediment at the screening and storage area of the Recovery Location in order
to recover human remains and cultural materials. Screened soils will then be stored on-site until their final disposition has
been decided.

MnDOT has been consulting with the Mille Lacs Band of Ojibwe Tribal Historic Preservation Office (THPO) and the Minnesota
Indian Affairs Council (MIAC) on a proposal to recover human remains and associated cultural materials from soils removed
from beneath the Whitefish Creek Bridge located on US Highway 169 within the boundaries of the Mille Lacs Band reservation
in Mille Lacs County, MN. This work will help MnDOT meet their obligations under the Native American Graves Protection and
Repatriation Act (NAGPRA) and the Private Cemeteries Act (Minnesota Statute §307.08), which stipulate that such work be
conducted by a Contractor approved by relevant tribal communities. In this case, Hamline Universityâ??s Center for
Osteological and Archaeological Research and Services (HUCOARS). Additionally, under procedures developed pursuant to
Minnesota Statute §307.08, MIAC and the State Archaeologist have directed, with the Mille Lacs Bandâ??s approval, that
recovered human remains be housed and analyzed at Hamline Universityâ??s Osteology Laboratory.
