Summarize purpose of the contract, including why it was necessary: CMS required DHS to conduct a consumer survey of Medicaid recipients experiences with managed care health plans. This survey data is used to report to not only the Managed Care Organizations but also to CMS. Vendor must be a qualified Consumer Assessment of Health Plan Study (CAHPS) vendor and External Quality Review Organization (EQRO) to meet federal Medicaid requirements. The Contractor shall conduct an independent consumer satisfaction survey utilizing the CAHPS 5.0H Medicaid survey instrument using a four-wave mail plus telephone data collection method. The Contractor will design, implement and manage the annual “CAHPS Survey of MHCP Managed Care Enrollees” and produce an annual public summary report on the results of the survey. The consumer survey will be conducted and reported consistent with federal protocol.
