This was not a Single Source contract per se, but the Minnesota Department of Administration approved an Emergency Authorization dated 10/20/2020 allowing this contract to move forward without a solicitation.

Slalom established milestones in their project plan and generally met them. They quickly assembled a team after contract award. They moved project contractual materials rapidly through their legal office, which was highly appreciated.
Slalom generally produced a good product, although there were times when misalignment occurred between parties on requirements. This could very well be a result of dynamically moving targets. I will say that the vendor team performed best when a highly skilled senior technical resource was available in a leadership role. Our MDH business partners have made it clear that specific, individual technical staff were key to success on the engagement.
Cost performance on the engagement was acceptable. The contract did see significant cost increases, but I think it is accurate that they were following our direction through contract amendments. We also did not have a good understanding of requirements/scope at the beginning of the engagement, which definitely played into the cost increases.
Given the emergency nature and fluidity of the situation, I feel they performed quite well. I would emphasize their adaptability as a key attribute. This probably owes in part to their use of Agile development methodologies, but also to their values as a company. They were able to smoothly redirect their efforts when called to do so. This was very impressive.
