Summarize purpose of the contract, including why it was necessary: Cloud Services which include Infrastructure-as-a-Service (IaaS) hosted and managed services to support MSRS' core business applications. Cloud services are designed to be available 24/7 to meet MSRS' service level commitments to participants/customers and be easily scalable and resiliant to meet current and future business needs and requirements. IBM Cloud services were also less expensive than running our core applications on on-premises IBM mainframe systems.

Evaluate the contractor's timeliness IBM completed the initial cloud contract in a timely manner. Several extension amendments were needed by MSRS due to IBM's requirement to move from their Cloud Managed Service (CMS) environment to their public Cloud environment. IBM's migration plan and the team was lacking in expertise and focus initially causing a nine-month delay.

Evaluate the contractor's quality Overall, IBM's Cloud service was satisfactory. As noted above, the quality of the Cloud migration team did not meet expectations.
