Summarize purpose of the contract, including why it was necessary: SEMA and ELM Upgrade project scope is to update Human Capital Management (HCM) and Enterprise Learning Management (ELM) systems with the latest Oracle People tools version. This requires a team of Business Analysts with strong PeopleSoft experience to conduct in-depth technical analysis with business partners and within IT team to evaluate and analyze the existing and new requirements and document for the existing applications to ensure that they comply with the industry standards. MNIT @ MMB team has 2 Sr. BA's assigned to this project at present, but with the huge scale of work it was not possible to meet deadlines with existing team members. These resources are also assigned to other project work that splits their daily work time that they can dedicate towards this project. Hence, we decided to include this contractor resource with Peoplesoft specialized skills to help speed up the task and provide their advice in specific areas of expertise.
