The Centers for Medicaid services requires Minnesota to provide onsite review and verification of its compliance with home and community based waiver program requirements. To comply with these requirements, the vendor assisted DHS staff by managing databases that are used for onĀ­site data collection, supporting two websites and managing the administration and reporting of the case manager and provider surveys. These surveys are used as a part of lead agency review site visits. The vendor also provided back-up resources to assist with site visits and complete case file review, as needed. The programs included in the review are Elderly Waiver (EW), Alternative Care Program (AC), Community Alternative Care (CAC), Brain Injury (Bl), and Community Access for Disability Inclusion (CADI), and Developmentally Disabilities (DD). This contract was necessary to assure compliance with federal and state requirements for home and community based programs. DHS relies upon contract support to conduct research, manage data collected through the onsite audits of all lead agencies throughout t the state. The measures and data collected though the lead agency review efforts are necessary to support the department's efforts to comply with CMS reporting requirements as well as Olmsted reporting.

The Improve Group was the only vendor capable of performing the services. that is there were no other vendor was capable of performing the services requested. The Improve Group was uniquely qualified to do the necessary work on time. The databases required to provide the service were developed by the vendor and have been enhanced and maintained by the vendor over time. The vendor was managing data for the dept from prior reviews, which were necessary for current/ongoing reviews. DHS was in the middle of a review cycle, and therefore any other vendor would disrupt the consistency and reliability of data measures, creating significant issues in federal reporting. A change in vendor would have resulted in missed federal deadlines; and maintaining consistency in the vendor was necessary for MN.IT to build state platforms.

All deliverables completed by the contractor were excellent quality. The contractor was receptive to feedback from DHS on concepts and appearance of work.
The cost associated with work performed by the contractor was fair, reasonable, and provided the best value to the State of Minnesota
Overall the waiver review team has been satisfied the work delivered by the contractor. Communication was seamless and key deliverables were completed on time.
