Summarize purpose of the contract, including why it was necessary: To provide professional services to support multiple technical initiatives including Predatory Offender Registration systems. The Bureau of Criminal Apprehension (BCA) BCA has statutory responsibility for managing Minnesota Predatory Offender registrations per MSS 243.166. The POR was established in 1991 and has been maintained by the BCA and made available to MN Law Enforcement agencies 24 hours a day, seven days a week. The current POR system has four major components: 1) the POR record management system (POR RMS), 2) the POR Law Enforcement (LE) site, 3) the public non-compliant site, and the POR database. This network of components has been gradually assembled over the last two decades. As with any system that evolves over time, this system contains many artifacts of its history, structures and functions that no longer serve a purpose but have never been fully removed. As with any system that is built through gradual accumulation of new components, the pieces do not all work together. The overall goals of the project are to enable the BCA to meet its statutory requirements and provide access to predatory offender data with a system that is performant and reliable, and that maintains data integrity. The system should provide the capability to integrate with other data systems that enables maximum productivity within the BCA’s POR work unit and enables usability by external customers.
