If this was a single source contract, explain why the agency determined there was only a single source for the services (if applicable) Intergraph Corporation designed and built this mission critical application and only Intergraph has the staff expertise to provide the services necessary to upgrade the application. Due to the nature of the CAD and MPS applications and their importance to Public Safety response we can't allow this work to be done by any other vendor. This application is used in the Minnesota State Patrol (MSP) Communications Centers, District Offices, and in hundreds of MSP Trooper squad cars. This is proprietary software that has been in use for over a decade and is maintained exclusively by Intergraph and MSP staff

Evaluate the contractor's timeliness Numerous delays in the project required numerous contract extensions, delays in 2020 certainly were caused by factors outside of the vendor’s control.

Evaluate the contractor's quality The Intergraph CAD and MPS applications are well suited to a statewide agency and no other vendor has a system that we would consider moving to at this point.
