Summarize purpose of the contract, including why it was necessary: The Office of Environmental Stewardship wished to have an evaluation completed by a neutral 3rd party to assess MnDOT's readiness to assume responsibility for all or part of the NEPA program as a streamlining effort to eliminate or significantly reduce FHWA oversight. It was necessary to enter into a contract for two main reasons: 1) MnDOT staff did not have the
resources or knowledge to conduct a good evaluation, and 2) to use an impartial 3rd party to do a fair assessment.
