95% of requirements were delivered as scheduled; one key requirement was missed the contract deadline. State had to extend the contract to allow contractor to continue to deploy the final requirement.
Contractor has the desired qualification and skill sets. He was able to implement the business requirements, and to research for the good technical solutions for various issues.
The vendor accepted a consultant rate that is listed in the contract. The rate is very reasonable, consider the consultant is a senior lead developer of the vendor, Resource Data Inc.
All deliverables were done. Consultant needs to improve his response time to business requirement and emails, particularly during the pandemic teleworking period.

The State, Board of Medical Practice and MNIT, wanted this IT development consulting service to be ‘part time’ throughout the contracting period, as indicated in the Contract. Occasionally, the consultant was hard to reach, due to his other business engagements for other clients, particularly in the last month of the Contract. He missed meetings; did not respond to emails. The last critical contract requirement should be delivered in October 2020, according to the schedules contractor proposed. Unfortunately, he didn’t deliver it on time. Weekly status meetings were conducted in the month of October to mid-December, 2020. Contractor kept claiming it will be done by end of the Contract during the weekly meetings. The State had to extend the Contract end date from 12/31/2020 to 02/05/2021 for him to deploy the final requirement.
