Summarize purpose of the contract, including why it was necessary: Conduct a feasibility study to determine the options, packaged solutions, build/buy considerations and provide a recommendation for moving forward on a new grant management solution. This is necessary because the current grant management system does not meet the needs of the Entitlement/Formula and Competitive Grant programs. It lacks key functionality in addition to functionality that does now work as needed or is broken. They system has never been able to accommodate competitive grant management and that is a an area that MDE needs. There is also an increased need for dashboard capabilities and an ability to monitor grant management workflow.

The project was completed but under a different contract and with another vendor.
