In accordance with Minnesota Statutes section 216C.18, the Minnesota Department of Commerce (Commerce) issues a State Energy Policy and Conservation Report. Informally referred to as the “Quadrennial” or “Quad Report.” The report’s purpose is to provide data and information to Minnesota legislators to assist them in creating and evaluating legislative actions and proposals.
