Initial design and implementation of fusion cloud service and hub cloud service were completed within the Project Scope timeline. All remaining deliverables of the project scope were not completed at all or were completed and were not usable by DCT because of the extremely poor quality and usability of the format. Poor technical responses to functionality continued delays and limited the use of any deliverables.
The ST Tech design and implementation consultant for the fusion cloud service and hub was very good. He was knowledgeable and created the foundation we needed in Oracle. The remaining deliverables (importing of our data to Hub and cloud, a completed usable product, reporting, training and P&B) of the contract by ST Tech and their team were extremely poor quality (if done at all). In addition, minimal documentation of processes and 'user guides' which contributed to a lack of understanding and ability to train DCT users.
For the initial contract deliverables (including Oracle Licenses) and expertise of developing the Oracle product, the cost was reasonable.
Beyond the initial phase of design and creation of the Oracle foundation and Hub, the performance and deliverables were unacceptable. The full suite of expected functionality was not delivered nor was adequate documentation of progress. Communication with the contractor was uneven and incomplete.
