Summarize purpose of the contract, including why it was necessary: The System Analyst was required to support development teams by deploying application changes and maintaining development environments and support software. SA also maintained current environments and operate production applications when heightened administrative rights are required. Analyst built and maintained new installations and/or environments as needed by MNIT, DHS, and MNsure project efforts.

There were not sufficient System Analyst middleware support technicians on the MNIT staff - specifically the MNIT@DHS staff- capable of managing the breadth of required software titles, anticipated volume, and quality of work required on this project.

Evaluate the contractor's quality Extremely high quality. The Resource has an enormous wealth of knowledge about IBM middleware software as well as the METS and SMRT business systems.

Evaluate the contractor's cost Contractor's hourly rates were very competitive compared with other contractors on the team, especially considering the highly-complicated leadership role he fulfilled within the team.

Evaluate the contractor's overall performance I couldn't be happier with the Resource's performance.
