If this was a single source contract, explain why the agency determined there was only a single source for the services (if applicable) The SITE work order that preceded this contract could have been extended via the MNSITE Program but the vendor was not an eligible MNSITE vendor. Therefore we needed to extend the resource’s work via a Single Source P/T Contract. It would have been very disruptive to the project to stop the resource’s work while a new solicitation was run. Additionally there was difficulty in the past in finding qualified candidates that were able to fill this role. The role has very specific knowledge around the PeopleSoft application and tool set. We have had to post the positions for PeopleSoft consultants several times before finding a qualified individual.

Evaluate the contractor's quality Very good, the contractor was always concerned with the quality of his work, he worked with the development team to ensure coding standards were met and the system was configured correctly. Completed thorough testing to verify the system worked as needed.

Evaluate the contractor's cost I believe the cost was fair, within the going rates for consulting services.

Evaluate the contractor's overall performance Very good, the contractor completed all tasks required under the contract. He worked diligently to complete tasks on time and at a high level of quality.
