Evaluate the contractor's timeliness Deliverables were completed on time, with minimal COVID-19 related delays that did not affect contract compliance.

Evaluate the contractor's quality Deliverables were of high quality. Contractor has extensive experience with retrospective DUR services, and its products reflect that.

Evaluate the contractor's cost Cost was set via competitive RFP, and locked in for 5 years. The RFP to replace the contractor returned a similar cost, leading me to believe the contractor's cost was appropriate.
