Summarize purpose of the contract, including why it was necessary: The BlackCat Grant Management System (BCG) is a secure, web-based system that allows an entire grant program to be automated and managed online. MNDOT has an established workflow within BCG to allow for the submittal, review, acceptance, and logging of payment information for Requests for Funding (RFF). The System requires multiple user roles in the process to ensure proper reporting and verification of payments. It also provides for documentation to be generated as record for each payment, and supports the housing of any associated documents. MNDOT desired changes to the existing workflow and underlying processes in the BCG system that accommodated recent changes in how RFFs (invoices) are processed in the Office of Transit. Additional changes were needed to how ‘processed RFFs’ are stored in the BlackCat Grant Management System (BCG), and to properly code and import these documents directly into the state’s eDocs system (MNDOT’s internal document storage system).
