The Minnesota Department of Education and MNIT @ MDE entered into an interstate agreement with the State of Michigan allowing Michigan to share the codebase for an application that Minnesota Department of Education wants to use. In order to make the Michigan-built application functional in Minnesota, numerous system configuration and a several code-based changes were needed, for which MNIT@MDE was responsible. The Michigan application is written in a old version of .Net. No MNIT@MDE developers were familiar with that version of .Net. To meet project deadlines and goals, the Minnesota Department of Education and MNIT@MDE agreed that a consultant developer, knowledgeable in the old version of .Net, was essential. The consultant developer was critical to both project success and for knowledge transfer to the MNIT@MDE staff developer/team member who will take over maintenance and support of this application.

The project did successfully deploy application functionality for the Summer Food Program, one of four USDA-funded nutrition-related “Program Areas” which this application is intended to support. We anticipate that by 01/15/2021, an additional Program Area, Child and Adult Care Food Programs will also be deployed and used in Production. However, due to ongoing USDA regulation changes and waivers related to the COVID-19 pandemic, production deployment and usage of the system for the two remaining program areas, School Nutrition Program (SNP) and Family Day Care Homes (FDCH) will likely be delayed for several months until the pandemic is hopefully abated and USDA has stabilized program requirements. So, while the system is currently in active production use for one Program Areas, and will be in active production use by a second Program Area by 01/15/2021, more project work will be needed to implement and roll the system out to the remaining two program areas.
