Unclaimed Property System

The State’s Unclaimed Property program had experienced significant growth over the past eight years and needed an Unclaimed Property Database and Operating System that would facilitate the receipt and subsequent advertising of property while modernizing its claims process to facilitate the return of property to consumers. In addition, the Program handles a significant amount of private and/or sensitive data and interacts with the public on a regular basis. Significant improvements in system architecture were required to allow for scalable growth in a modern and secure environment.

Excellent. The contractor was very organized and worked well with Commerce staff. Given changes to both of our environments as a result of the pandemic, the process was largely converted to a remote implementation. Both the Contractor and Commerce staff adjusted quickly and the project moved forward without a hitch. Kudos need to be given to all Commerce staff who participated as the Contactor’s ability to remain timely was completely predicated on Commerce ability to accomplish the many tasks required.
Excellent. The operating system has many moving parts and while the core of the software provides much improved stability, the State was allowed significant customization in applications in an effort to improve operating efficiency. Here, again, the Contractor and the State both deserve kudos as the implementation truly became a joint venture where each side needed to perform at a high level in a timely matter while transitioning to a remote implementation. Deadlines were consistently hit (or reasonably adjusted) and both sides performed at a high level throughout while continuing to address ongoing operating issues within day-to-day operations that were further complicated by our work from home status.
The unclaimed property program currently holds assets exceeding $1 billion dollars, complex property including securities, and significant quantity of sensitive data. The new system is more expensive than the old system, but while the old system was not expensive, it was also not adequate and subjected the State to significant risk. The new system also has a professionally designed, outward facing website which fosters public trust and provides Commerce employees a modern environment in which to work which hopefully will aid job satisfaction. The cost of the new system appears very reasonable considering the vast improvements it allows the State.
