Very satisfied. Work Order was issued to Barr to continue Design/Investigation work for the Freeway Landfill Closure Project during FY20. MPCA had difficulty receiving access permission form the owner to allow investigation work to be completed on-site and MPCA postponed making a design selection decision until late in the FY. These two factors delayed the project schedule which was outside of Barr’s control and they continue to proceed as best as they could. Barr staff worked with MPCA staff very well in keeping us informed on how these delays were impacting the project schedule
Very satisfied. Barr’s overall work quality was excellent. All documents and technical reports submitted met MPCA’s expectation.
Neutral. Barr assigned senior staff to complete the design work for this project. MPCA approved the staff but as the project progressed during the FY advised Barr to scale back on the hours of the senior staff, and have more junior staff complete the tasks. Barr was able to manage the cost and keep within the budget but overall the cost were higher than expected and required the MPCA to budget additional dollars for FY21 to complete the remaining design work.
Very satisfied. Freeway Landfill closure has been a very difficult project for the MPCA over the last 20 years. There are over 15 stakeholders and all have their own opinion on how the landfill should be closed which results in a slow moving resolution to many on the design issues. Barr has stepped up and provided a valuable service for the MPCA over the last year to bring the project to conclusion.
