Evaluate the contractor's timeliness Deliverables were completed on time. The timelines were adjusted during the contract period to better accommodate DHS, and the contractor was amenable to those adjustments.

Evaluate the contractor's quality At the beginning of the contract, they didn't seem to quite understand the goals and intentions of the project, in part due to DHS' inability to explain it well, which led to early reports being less useful than hoped for. DHS staff worked with them to better understand, and reports became more detailed and quite useful.

Evaluate the contractor's cost Cost was established via competitive RFP process. Rates did not increase during the contract period.

Evaluate the contractor's overall performance The contractor did a good job, made adjustments whenever we asked them to, and completed all work within the expected timelines.
