Testing for storm water treatment volume performance in basins that meet NPDES permit requirements is both an art and science. The current ASTM testing method is very expensive,a nd takes 6 hours to perform one test. One test does not mean an average. This contract examined a new testing apparatus that is quick, easy and low cost in comparison as equals. MnDOT does
not have the testing apparatus necessary for comparisons (always contracted to prime contractor during construction.

seemed timely to fit within a season of weather that affects ability to perform testing (cannot be too wet or dry). Source of water for performing tests can be a significant time problem between testing sets necessary for statistical comparisons between two measuring systems..
Rate exceptional. This is also due to making sure there would be implementation determination
I never know what anything should cost, but know they spent more time than compensated. I remain convinced cost was a bargain for the results obtained.
