WCEC will oversee the excavation by the chosen contractor, screen soils and collect appropriate soil samples after the excavation is complete. WCEC will select subcontractors for the monitoring well sealing and laboratory analytical via the MPCA Contractor and Subcontracting Purchasing Manual.

Evaluate the contractor's timeliness Satisfied. Invoices in on time, and responded quickly to my phone calls or emails.

Evaluate the contractor's quality Satisfied. There were a couple invoices that required new budget sheets and inappropriate staff charging time to the project that were not allowed under the contract, which required short pay and/or rejection (do not pay) of invoices. Reports submitted for review were on time and summarized work/results appropriately.

Evaluate the contractor's cost Neutral.It’s reasonable. No amendments or change orders needed.

Evaluate the contractor's overall performance Satisfied. WCEC – Steve did a great job keeping the excavation project on track to complete before the end of the fiscal year, even though the property owner decided he wanted to do some work on his own before we could finish. Steve is great at thinking of solutions to benefit the state and the interested parties.
