Evaluate the contractor's timeliness Neutral. I was unhappy with the slow start for the work covered under this work order. The work order became effective mid-August and there was no labor billed out for October or November. There was some access work performed but I feel the ball was dropped during these two months and as a result, the field work did not begin until January 2020. Also, I did not like Matt’s willingness to propose a modified access agreement to the attorneys representing the property owner. Based upon the span of time Matt was on leave, responsibility for moving things ahead and securing access rested both on Matt and on Jesse at WCEC.

Evaluate the contractor's quality Very satisfied. The MPCA hydro agreed with the closure recommendation and there were no reporting issues noted in the hydro review.

Evaluate the contractor's cost Very satisfied. There were no corrections needed on any of the invoices.

Evaluate the contractor's overall performance Very satisfied. I enjoy very much working with Jesse Frank and Matt Johnson. Overall their work on these two sites was excellent. Please take into consideration the timeliness and access comments as you move forward with future site work.
