The purpose of this contract was to upgrade the TAMS to include full business processes for the Maintenance Management System (MMS) and Signs Manager modules through the course of three production releases. Business processes included Asset Inventory, Asset Performance (Inspections), Operations Management (Work Orders and Work Requests), Preventative Maintenance capabilities, and supplementary business processes for the following: Materials Z-List functionality, Signs TE Request, Damage Restitution, and Material Transaction Integration with the Data Warehouse.
This work was accomplished through an amendment (Amendment #4) to contract number 88245. The contract was needed in order to retain resources with expertise in AgileAssets software and complete the project. AgileAssets provided an onsite project manager and functional lead who led requirements sessions, developed design documents, and assisted in configuration, testing, training and all aspects of the project. A pool off-site developers and testers were also utilized.
In addition, AgileAssets subcontracted with a local trainer from Sartell Group who worked with team members and stakeholders to develop training materials and who provided classroom style training throughout the state.

Due to developmental conflicts and unanticipated issues with over allocated resources on overlapping releases, as well as business requests, the project schedule was extended to ultimately Go-Live with the final release, on June 17, 2019 and a project end date of June 30, 2019. Decisions about schedule changes were fully vetted with the business making the ultimate decision to extend the schedule. The business prioritized quality over schedule with the aim to release a solid product that users would appreciate and accept. Change requests incorporated into the project were limited to schedule adjustments and scope trade-offs and did not impact overall project budget.
This contractor provides high quality work and dedicated, high quality staff. During the project there was an issue with one staff person assigned to work on the project and that person was eventually let go by AgileAssets. When a replacement was hired, MnDOT staff were able to interview the new person and make the final decision to hire him.
AgileAssets staff were truly project team members who focused on achieving the best results for MnDOT.
Deliverables completed by the contractor met expectations. If there was ever disagreement about a deliverable, the contractor was always willing to work with MNIT/MnDOT to make sure the issue was corrected, and we were satisfied with the work.
Project costs were negotiated as part of the contract amendment process. MnDOT actively participated in that process and accepted the cost for each deliverable.
The contractor’s overall performance was excellent. With its successful implementation, the TAMS Phase 2 Project met all its originally planned goals and implementation requirements, as well as completed all project related deliverable submissions. The project was accepted by the business. Any outstanding issues that may arise with any production level implementations are managed under a Maintenance Support agreement with AgileAssets.
